Roque Ortega, una vida entregada a la defensa del medio ambiente
El viernes pasado falleció Roque Ortega, activista y responsable de la asociación Ecologistas en Acción-ASDEN de Soria. Su lucha durante a?os en la defensa del medio ambiente consiguió impedir la destrucción de nuestro entorno debido, en muchos casos, a la complicidad de la Junta de Castilla y León con intereses urbanísticos impropios de una Administración pública. Una de las victorias de Roque Ortega y sus compa?eros ha sido conseguir parar la Ciudad del Medioambiente, en Soria, tras el fallo del Tribunal Constiucional en diciembre. El 25 de abril falleció Roque Ortega, presidente de la Asociación Ecologistas en Acción de Soria-ASDEN. Tenía 53 a?os y un repentino cáncer le quito en sólo 20 días la vitalidad, espíritu y fortaleza que irradiaba a todos aquellos que lo conocían. La muerte de Roque Ortega trasciende su entorno familiar y de amistades debido a su actividad desinteresada y altruista en defensa del medio ambiente, unos valores colectivos vinculados al entorno, por los que luchó en la provincia de Soria. En la defensa del medio natural puso su tiempo, sus conocimientos y, sobre todo, sus estudios como licenciado en Derecho. Su interés por la naturaleza en el mundo rural durante la infancia, se transformó en un espíritu naturalista en su juventud que le llevó a unirse a otros jóvenes de Soria al inició de los 80' para crear la Asociación Soriana para la Defensa y Estudio de la Naturaleza (ASDEN), en sintonía con la aparición de otras asociaciones ecologistas de ámbito provincial de Espa?a. Esa pasión naturalista, la relataba él mismo con miles de anécdotas y sucesos en los que la ilusión e imaginación salvaban las dificultades de la falta de recursos y de acceso a los conocimientos. Por entonces, la conservación de la vida salvaje era vista todavía como algo reservado a aventureros. Roque Ortega y su pasión naturalista evolucionaron con la percepción social de la naturaleza, que pasó a denominarse ?medio ambiente?, y con los cambios en su gestión a través de la actividad administrativa y de las leyes. Su estudios académicos de Derecho han permitido a
realizar su actividad social y ambiental salvando los obstáculos que supone la mara?a de procedimientos administrativos y de normas ambiguas que más que proteger el medio ambiente son una barrera para que los ciudadanos podamos exigir el cumplimiento de los principios jurídicos y científicos que fundamentan tales leyes y normas, como el
art. 45 de la Constitución Espa?ola referido al Derecho a disfrutar de un medio ambiente sano.Roque Ortega hizo comprender que las leyes, incluidas las ambientales, son una obligación también para la Administración y los políticos que aún hoy se creen por encima de las mismas. Aunque parezca contradictorio, él supo aunar dos materias difíciles de combinar: disfrute de la naturaleza y el derecho, y lo hizo con pasión, y lo que es más difícil, lo supo trasladar a los naturalistas que estaban a su lado. Gracias a su tesón y conocimiento se han conseguido sentencias que han creado jurisprudencia, como la de reconocer a las asociaciones ecologistas y a los ciudadanos el derecho a personarse y ser parte interesada en los procedimientos sancionadores administrativos. Eso ha evitado que quedaran impunes muchas y graves infracciones ambientales sobre todo por la omisión de la Administración. Garantizando con ello la transparencia, objetividad y proporcionalidad a la hora de sancionar el deterioro de un bien común que es el medio ambiente. Algo evidente y razonable a lo que a fecha de hoy todavía hoy las asociaciones ecologistas tenemos que dedicar esfuerzos. Roque Ortega también promovió, dirigió e intervino en la preparación de numerosas demandas contra resoluciones de la Administración de gran trascendencia jurídica como han sido la sentencia del Tribunal Supremo respecto a la autorización del cambio de uso de una parte del monte de utilidad pública de ,
(construcción con un coste de dinero presupuestado en 36 millones de euros que está paralizada y deberá ser derruida), la anulación del Plan de 'conservación' del Lobo de Castilla y León por incumplir con la normativa de la Europea o la anulación de varias normativas en materia de caza de Castilla y León por ser contrarias a la propia Ley de Caza?A esto hay que a?adir que ha dirigido Ecologistas de Acción de Soria durante casi una década, sacando adelante numerosas actuaciones y propuestas, siendo la cara visible de los derechos del medio ambiente y del ecologismo en numerosos actos e intervenciones públicos, así como en órganos de participación ciudadana como en consejos asesores en diversas materias ambientales, juntas rectoras, etc. En todos estos órganos era una de las pocas, sino la única voz, que rompía la obediencia y silencios impuestos por la autoridad polí la cual puede llegar a ser revanchista y mal educada en una provincia con una larga tradición de conformismo y sumisión. En los días previos a su inesperado diagnóstico e ingreso en el hospital, Roque Ortega estaba trabajando en impedir que bienes públicos pasaran a manos privadas con el beneplácito de la Administración y, sobre todo, en analizar cuál era la mejor vía jurídica para hacer cumplir la sentencia del Tribunal Constitucional que declaraba inconstitucional la Ley 6/2007 por la que se había aprobado la urbanización de la
Durante esos días la Administración de Castilla y León se dedicó a preparar argucias impropias de una entidad pública para retrasar tal derribo y, también, para evitar las responsabilidades jurídicas, políticas y económicas que han supuesto el gasto de casi 100 millones de euros en un proyecto urbanístico cuyas obras empezaron en 2010, es decir en plena burbuja inmobiliaria. Para aquellos que conocían a Roque Ortega y que habían disfrutado de su compa?ía en miles de visitas, excursiones y actividades en el medio natural, su recuerdo permanecerá en muchos de los rincones, bosques, cerros, riscos, ca?ones, riberas y dehesas de la provincia de Soria, especialmente en aquellos que no han sido destruidos y que podemos disfrutar gracias a su actuación ecologista y trabajo jurídico, que así permanezca y durante muchos a?os.Fuente:

We describe the design and current status of our effort to implement the programming model of nested data parallelism into the Glasgow Haskell Compiler. We extended the original programmingmodel and its implementation, both of which were first popularised by the NESL language, in terms of expressiveness as well as efficiency. Our current aim is to provide a convenient programming environment for SMP parallelism, and especially multicore architectures. Preliminary benchmarks show that we are, at least for some programs, able to achieve good absolute performance and excellent speedups.Next message:

PSYCHOLOGY RESEARCH
Researchers at CU-Boulder seek healthy right-handed individuals between
18-55 years of age to participate in studies investigating the brain mechanisms
involved in pain perception. Studies will be conducted in an MRI scanner,
and use heat pain, similar to holding a cup of hot coffee. Pain is kept to a
level that is tolerable for you. Volunteers receive $20/hour compensation.
