邮政的银行卡能不能直接在atm上跨市跨行转账到建行卡？？

&&最近实在经济困难，纠结两天了，今天终于还是厚脸打电话给老爸了父母贷。。愧疚的是老爸什么都没说，直接问我是不是急着要。。。。他不会用智能机支付宝网银什么的，只能去ATM转账。。他人在天津，银行卡是邮政的卡，要从天津的atm上将老家的邮政卡里的钱转账到我的卡(和他的邮政卡同省不同市），这样跨行跨地区转账可行吗？
PS（他的卡在老家办的，平时只用来存工资，回老家时取出来，从来没试过转账）,因为我以前学校发的卡，在学校里的ATM上试过转账失败（不清楚是学校atm的原因，还是那卡需要另去开通转账功能）
