显然两种表达都可以用来表达“和...有关”，我理解是，前者用过去分词短语作定语，客观的关注事物之间的联系，后者用现在分词似乎侧重从某事的角度，看其与其他事情的关系。

Humanity uses a little less than half the water available worldwide.
