withdrawn 在这里不是退稿，只是说退回么？
因为withdraw的意思应该是持有者本身给出之后然后收回。你递交了以后管理员（是网上递交吧？）就拥有了进一步递交的权利，然而因为在这个情况下他帮你递交了也不会被发表，所以他们就撤回进一步向审稿团递交的这个行为。
