高考卷子不是统一的。目前本国大部分省份高考使用的都是全国卷（如甘肃、青海、内蒙等），还有一些省份高考采取自主命题方式（如北京、天津、江苏等）。对于学生来说，需要弄清楚自己省份高考用的是什么试卷，这样才能在复习的时候更有针对性。高考卷子不统一的原因：一、本国区域辽阔，经济、教育等水平分布不均本国东部沿海地区和一些经济发达地区，教育发展快，资源配套先进。而一些中西部地区经济落后，教育配套设施差。如果用同一份试卷，让这些地区的考生跟北京、上海等发达地区的考生去竞争，那么肯定是不公平的。二、各大省份报考、参考人数差别大本国有几个高考大省，例如河南、河北、安徽、山东等省份，每年报考人数相对于其他省份来说都要多很多。如果用同一份试卷的话，在高校录取配额方面对于各省份就会存在不公平的现象。三、安全性问题国家采用不同的高考试卷是比较安全的。因为如果全国使用同一份试卷，一旦泄露，那么全国的高考试卷就都要作废了，这个影响是非常大的。
