两名教师“顶风作案”被查
　　资料图片&&7月16日，盐城市建湖县监察局、人社局、教育局联合出台《关于在职教师从事有偿家教的处理意见》，提出举报老师有偿家教的奖励2000元，被网友称为是史上最严的“家规”。昨天，记者从建湖县教育局获悉，该局监察部门通过暗访，发现仍有个别教师“顶风作案”，并于近期对两名教师进行严肃处理。 姜振军&&最严“家规”首次提“有奖举报”
&&在这份处理意见中，首次提到“有奖举报”制度，也被网友称为建湖史上最严的“家规”。&&记者注意到，《意见》根据情节轻重对违规教师作出不同处理：对查实的在职教师从事有偿家教的，一律先停职再处理；情节较轻的（家教辅导5人以下），予以通报批评，当年奖励性绩效工资减半；情节较重的（家教辅导6~10人），在评优、晋级、申报学科带头人、教学能手、名教师等方面3年内实行一票否决，当年奖励性绩效工资停止发放，给予警告以上处分，调离原单位（在县城的调至乡镇，在乡镇的调到其他乡镇；情节特别严重的（家教辅导10人以上或被查处两次的），在评优、晋级、申报学科带头人等方面5年内实行一票否决，已经取得学科带头人、教学能手以及名教师等称号的也予以撤销；当年奖励性绩效工资停止发放，给予记过以上处分，调离原单位（在县城的调至乡镇，在乡镇的调到其他乡镇），直至解聘。&&此外，《意见》还规定了各校为有偿家教治理的责任主体，校长是第一责任人，如果学校出现教师从事有偿家教，那么学校以及学校责任人也将受到相应处理。“我们鼓励社会各界参与监督，凡举报并提供有效证据协助查实的，县教育局给予举报人员2000元奖励，并对举报人保密。”建湖县教育局有关负责人表示，以前也出台过相关规定，但有奖举报是首次提出。&&个别教师“顶风作案”&&暑期开始后，建湖县教育局便通过家长问卷、学生个别访谈、实地走访等形式了解情况，尤其在《意见》出台后，更是对有偿家教问题暗访摸查。&&7月18日在暗访两个小区时，发现还是有教师在家里从事有偿家教。目前涉及的两名教师在全县教育系统被通报批评：建湖县高中物理教师杨某于日起，在自己家中为5名学生辅导，具体辅导时间为每天上午9：00-11：00；建湖县实验初中城南校区英语教师杨某某于日起，在自己家中为4名学生辅导，具体辅导时间为每天上午7：30-10：00。&&“他们未履行审批手续，未报教育局监察室备案，属于违规家教。”根据《意见》，建湖县教育局作出如下决定：责成两名教师立即停止家教行为，对两名教师搞家教的情况进行全系统通报，责成建湖高中、县实中教育集团分别对两名教师2014年奖励性绩效工资减半发放。如两人继续从事有偿家教，将从重处理。&&昨天，建湖县教育局有关负责人告诉记者，目前为止已确认这两起违规家教，还有几起家教是否违规正在调查核实。“暑假期间我们将进行常态化的明查暗访，发现一起查处一起，绝不手软。”该负责人表示。江苏省盐城市建湖县城南实验初中教育集团学年度第一学期九年级思品第二次学情了解试题
