我倒是觉得你的两个答案都是错误的答案。
我只见过这两个中的前一个：for the first time ，没有见过at the first time.
这句话中的空上应该填写the first time，这个词组在句中可以起到连接词的作用，引导一个时间状语从句，而其它的不可以。
看下面的两个例句：
He was a school teacher the first time I saw him.
当我第一次见到他的时候，那时他是一名学校的老师。
I met him for the first time.
我第一次见到了他。
你的这道题中很显然后面是一个完整的句子，因此空上应该填上一个可以作为连词使用的词，还有你的题设那句原句中的第一个him是不是应该改成her?
当第一次她遇见他的时候，这个男人的行为举止给她留下了很好的印象。
此外，在考核the first time时，还要经常考核它的另外的句式结构：
It is the first time +从句（从句中通常使用现在完成时态）
It was the first time +从句（从句中通常使用过去完成时态）
