With local, state and federal officials in attendance, the new Greenstar North America recycling facility at 5505 Center Road (U.S. Route 224) will have its grand opening ceremony at 11 a.m. Wednesday.
“We’re happy to be part of the community. ... We’re looking forward to creating jobs,” said Arnold Brock, Greenstar’s Pittsburgh-Ohio area general manager.
The new $2.1 million materials-recovery facility will have six employees when it begins operating Monday and could grow to 30 to 40 employees in three years, depending on tonnage of recyclables handled there, Brock said.
The plant will sort and process paper, cardboard, metal cans, glass bottles and plastic containers in preparation for them to be made into new materials.
The new facility will process all recycled materials from Mahoning County’s curbside collection program and most of the recyclables deposited at the county’s recycling drop-off sites, said Jim Petuch, director of the county’s recycling division.
Among those expected to attend the grand opening are U.S. Rep. Charlie Wilson, D-6 Sean Logan, chief of the Ohio Department of Natural R Poland T Mahoning C and several state representatives, Brock said.
The new plant will eliminate the need to haul locally collected recyclable materials to Pittsburgh for processing, said Michael Heher, manager of the Carbon Limestone landfill division of Republic Services.
Republic collects recyclables at curbside twice monthly from more than 80,000 Mahoning County homes free of charge and subsidizes that free collection with surcharges for out-of-state waste going to its landfill, Heher noted.
Republic has a contract with Greenstar to take the recyclables Republic collects in the Youngstown and Pittsburgh areas.
Contaminants (nonrecyclable materials) mixed with the recyclables arriving at the new MRF will be dumped in the adjacent Carbon Limestone landfill, Brock said.
The initial 20,000-square-foot facility will be able to process at least 10,000 tons of recyclables annually. The company has architectural drawings for a future 20,000-square-foot addition, Brock said.
Funding for the plant’s $1 million worth of equipment was provided in part by a $250,000 market development grant from ODNR.
An identical $250,000 state grant went toward the county’s first materials-recovery facility, which opened at the beginning of 2008 in North Lima and is operated by Associated Paper Stock Inc.
When ground was broken a year ago for the Greenstar facility, Petuch said he hoped end users of recycled materials, such as a paper mill or glass factory, could be attracted to Mahoning County.

Sims Recycling Solutions opens new facility in Dubai
Nov 12 2012
Sims Recycling Solutions, a division of global recycler Sims Metal Management Limited opens its first United Arab Emirates electronics recycling and end-of-life IT asset management facility in Jebel Ali, Dubai.
Following a four year research and Business development project, Dubai based
&Integrated Green Solutions& company Akhdar FZCO have completed their project to support the opening of the UAE&s first subsidiary of global market leader, Sims Recycling Solutions.
Philip Hughes, (former CEO of Akhdar and now Director of Sims Recycling Solutions FZE) explains: &Over the past years, there has been a growing awareness in the GCC Region of the need for a better understanding of &Green Solutions&. For the general public this has manifested itself as a growing awareness of the need to recycle domestic waste and recycle local end of life products, especially high value items such as IT and electronics.
Jebel Ali now hosts the Middle East Region&s first and only fully compliant recycling and reuse facility, operating to globally recognised standards. The subsidiary of Sims Metal Management Limited will be known as Sims Recycling Solutions FZE and offers large corporations, logistics companies and government departments a much needed secure facility to recycle, reuse and remarket assets from the Electronics, IT and Telecom sectors.
Akhdar FZCO Management team have transferred to the Sims Recycling Solutions and bring a combined total of over 60 years of experience operating within the Middle East IT and compliance industries.
This backbone of local knowledge has been combined with the technical and recycling industry knowledge and resources of Sims Recycling Solutions offering clients an unparalleled solution to their needs.
&At the corporate level, this awareness has had different drivers: For multi-national corporations based in the Region, they must adhere to strict global guidelines relating to the management of &End of Life& Assets (Old IT products that no longer have a use internally). This is not simply about recycling, but it is about managing the data, securely destroying data where necessary, identifying security issues and ensuring a complete chain of custody through auditable procedures.
&Many of these corporations could only engage in hugely expensive (and insecure) processes involving shipping products from the Region back to their parent companies.
&Additionally, local companies have understood that they need to manage the &Disposal of their Data& as much as they need to dispose of their old Assets.&
The opening of the Sims facility in Jebel Ali now gives corporations access to some of the most advanced data management and security software solutions in the world. It allows them to choose between either secure software destruction, or physical asset destruction, and, most importantly, allows them to choose between recycling and re-selling their old IT assets.
Hughes explains: &Because we have been active in this area with the Akhdar Project, we had taken time to engage in dialogue with the major stakeholders in this area. We worked with Global Companies to find out what solutions they required and we also spent a great deal of time with the Authorities and local companies to understand what solutions they needed from day one, and of course, to understand the local legislation and their visions for the future.
&At every level, the single most critical factor has been to have a facility that operates to global standards, is capable of being audited and approved to global standards, and which can expand to offer a total regional solution.
&It has been a tremendous task, we have effectively created a new Industry from scratch, one that will offer not only &Green& benefits to the Region, but also offers new revenue streams and market opportunities for the entire Middle East IT channel.&
This new industry has many stakeholders, many issues at every level. The key element from the beginning has been about partnerships. This is a journey that involves understanding the regional needs, managing the introduction of processes and finding the right partners to eventually create an integrated regional solution.
&When we started this project, we saw a Market Opportunity. Now, after four years of hard work we see that it has become something much more. This is an opportunity to really make a difference and help the authorities work to raise awareness of the need for compliant and ethical recycling. If we can do that, then we will have helped to be a small part of the vision of regional governments for our home to become more environmentally aware. &
