新加坡“本地企业与协会发展计划”将带来34亿收入
　　新加坡“本地企业与协会发展计划”(Lo- cal Enterprise and Association Deve- lopment Programme，简称LEAD)预计在2010年以前为新加坡经济带来34亿元的收入，并创造一万份工作及14亿元的额外增值。
　　今年，共有五个工业协会参与了此计划，使获益的工业协会总数达到16个。此计划自两年前推出以来，已批准了15份工业计划书。
　　新加坡贸工部长林勋强在昨日举行的第三届“本地企业与协会发展计划”论坛上指出，新加坡政府与参与计划的协会在三年内共投入了7800万元资金，以便发展这16个工业的基础设施与提升它们的市场竞争力。
　　新加入的五个工业协会将在接下来三年创造至少四千份工作、3亿5600万元的总增值及至少8亿元的收入，其中约3亿6800万元来自海外。它们包括：新加坡海事工业商会(ASMI)、新加坡建筑商公会(SCAL)、新加坡工业自动化协会(SIAA)、新加坡物流协会(SLA)及新加坡持续能源协会(SEAS)。
　　林勋强表示：“本地的工业协会对于协助其工业享有及保持强劲的增长扮演着非常重要的角色。身为行业的领导者，它们对于其能力、需求与潜能都有极为深入、透彻的了解，因而最有资格策划工业未来的发展。”
　　新加坡持续能源协会自去年7月12日成立，目前已有66名企业会员。其主席邱德福说：“参与这项计划最大的收益在于经费。我们在接下来三年内将得到政府多过200万元的支助。少了这笔经费，同样的计划可能需要五至八年才能完成。到时我们就来不及成为东南亚地区能源业的领导者。”
　　“另外，我们也得以设立一培训中心及与国外其他协会接洽，希望借此将我们的能源解决方案推展到海外市场。”
　　自新加坡物流协会去年与新加坡货柜储存商会(CDAS)和“新加坡运输协会”(Singapore Transport Association)携手参与计划下的一项物流产业发展项目后，其今年正式递上计划书，希望参与这项计划。
　　之前，三家协会携手实施了货柜运输系统(Containerised Traffic Sys- tem)，通过流动数据终端(Mobile Data Terminal)追踪集装箱货车的所在地，从而确保交通顺畅。至今，已有23家公司装置了约700个流动数据终端。若完整装置，预计这套系统将为新加坡港口减少30%的费用。
　　“本地企业与协会发展计划”前年5月由新加坡企发局和标新局联合推出。
