被JCR镇压的杂志，匪徒还是革命者
伴随着每年JCR的发布，总会残酷的镇压一批SCI杂志。今年2014版亦毫无例外，一大批杂志遭到镇压，让许多投稿者唏嘘不已。那么JCR为什么要镇压这些杂志？镇压的理由根据又是什么？这批杂志真的罪有应得还是JCR冷酷残暴？下面让我们一起来谈谈JCR为什么镇压这些杂志。
细读JCR镇压报告，不难发现宣判这些杂志有罪的理由只有两点：Self cite与stacking。中文意思分别是自引与互引。那么什么是自引与互引？首先要提到期刊的影响因子（IF），它是衡量期刊影响大小的一项定量指标。它实际上是某刊在某年被全部源刊物引证该刊前两年发表论文的次数，与该刊前两年所发表的全部源论文数之比。因此期刊ＩＦ高低与引用率紧密相关。用ＪＣＲ自己的话说“ＩＦ是衡量期刊学术贡献的重要指标，异常引用导致的ＩＦ升高是一种十分恶劣的事件”。因此ＪＣＲ每年分析前一年的引用数据，进而决定被镇压的杂志。
罪行一．自引过高
所谓自引故名思议就是指一本杂志引用自己发表的文章过多，从而不公平的增加其影响因子。下面以一图表示意说明：
杂志总引用次数
1717（61% of 2790）
10.722（包含自引）
2.060（去除自引）
从上可知一个自引率61%的杂志若去掉自引的影响，其影响因子只有2.060，因此由高自引率造成的影响因子畸形，一方面反映了SCI影响因子评判体系的巨大漏洞，另一面确确实实对Thomson
Reuters提出严重挑战，因此每年JCR总是毫不留情的对该类自引过高的杂志果断镇压。以Indian Journal of Physics 为例，2012年影响因子是0.381， 2013年则达到1.785，在人们啧啧称道其迅猛涨势时，2014年则因83%的自引计数被JCR果断镇压。如下附列所有今年罪名为“自引率过高”的暴徒名单，两名暴徒来自中国（红色标注）。

罪行二．互引过高
如果说自引过高是一个人的犯罪，那么互引过高则是有组织的犯罪。几本SCI杂志为了追求影响因子的提升，同时又为了躲避自引率审查，往往会达成协议大量互相引用对方出版的论文。2013年nature 专门撰文对发生在巴西的四本SCI杂志互引阴谋进行猛烈批判，四家期刊被镇压，一位编辑因此遭到期刊的解雇。（Brazilian citation scheme outed&
Nature /27August 2013）.在今年的镇压名单中同样也存在着该种杂志。
&& 由上分析，凡是出于自引或互引过高而被JCR镇压的杂志，很难得到人们的同情更难称得上是革命者，因此匪徒之帽确实扣得有理有据。不过，有一点值得注意，被镇压（suppressed）的杂志并非当即处死，而是有整改悔过的机会，当然若执迷不悟最终会被JCR剔除(Dropped)出SCI杂志系列。
