华为交换机telnet命令和WEB不能同时使用吗

前两天发了个帖子求助说“能WEB访问，能PING通，telnet不通”
后来接了个console线通过@无奈16给的命令，能telnet了
结果今天发现WEB界面虽然能打开，输入完帐号密码，提示如图1，
后来我从网上搜了一条命在telnet执行了一下，结果WEB能访问了，telnet又不能用了，
命令如下：
[HUAWEI]aaa& && && && && && && && && && && &
[HUAWEI-aaa]local-user admin service-typehttp& && && && && && && && && &&&
[HUAWEI-aaa]quit
[HUAWEI]quit& && && && && && && && && &&&
&HUAWEI&save
结果现在telnet的时候提示如图2，帐号admin,密码,大小写也没错，就是进不去，怀疑是不是用telnet的时候不能用web，而用web的时候不能用telnet

经自己倒腾在WEB界面用户管理下发现只勾选了HTTP和强制下线，后来我把所有勾选了，然后再telnet就可以了。
并且我发现赋予权限时是这样的：[HUAWEI-aaa]local-user admin service-type telnet http&&，这样才是赋予admin用户telnet和web的权限。
同时我又发现另一个问题，我想建一个新用户，执行命令如下：
[HUAWEI]aaa
[HUAWEI-aaa]local-user delong password cipher delong888

在我提升等级的时候提示我的等级低，可我是用admin登录的啊？在网上搜索了一下也没找到答案，不知道怎么搞
