合同规定：预付款在进度款支付至合同金额的20%时开始扣回，当进度款超过20时，应该扣回预付款。但是在计算扣回预付款时存在争议。建设单位说只要是超过20%了，当期进度款全部作为扣回预付款的基数；而我们是把当期进度款超过20%部分作为扣回预付款的基数。建设单位让我提供依据。请各位帮帮忙是否有相应依据？谢谢
